Generally, you can use an ID attribute when you want to refer back to an element later in the same document. eg DEFREUSA Business Centers can appear many times in a document. You could repeat this list of business centers every time you need to, OR you could instead refer to the list above by referencing the primaryBusinessCenters by its ID: IDs must be unique within a document.
